Does the institution have a bicycle-sharing program or participate in a local bicycle-sharing program?:
Yes

A brief description of the bicycle sharing program:

The Luther College Bike Share Program provides 10 three-speed, 3 single-speed, and 3 7-speed bikes, free to the Luther community. Bikes and helmets may be checked out at the Circulation Desk in Preus Library for up to four hours per day. Bikes must be returned to the library by closing time. The regular operational hours for the library are (hours during breaks vary):

* Monday - Thursday: 7:30am - Midnight
* Friday: 7:30am - 9:00pm
* Saturday: 9:00am - 9:00pm
* Sunday: Noon - Midnight

During the summer, the library is open from 8a.m. - 5pm and bikes are allowed to be checked out overnight.

When the four-hour policy is in effect, bikes cannot be renewed and checked out again in the same day. If the bike is not returned on time, the user will be charged a late fee of $1/hour up to a maximum of $10/day for three days. On the third day, the user will also be charged for the cost of the bike until the bike is returned. Replacement fees are $200 for single- speed bikes and $600 for multi-speed bikes. Helmets must be returned with the bike. If a helmet is not returned, the user will be notified for three days. On the third late day, the user will be charged for the cost of the helmet until the helmet is returned. The replacement fee is $25. There is also a $50 fee charged if the bike has not been left secured to the Bike Share rack upon the return of the bike lock key.

A brief description of the car sharing program:

Since 2011, Luther participated in a car sharing program. That program ended a year into our current reporting period. The previous car sharing program, UHaul Carshare, stopped doing business in February, 2020. Luther is considering other options for car sharing.


Does the institution offer preferential parking or other incentives for fuel efficient vehicles?:
Yes

A brief description of the incentives for fuel efficient vehicles:

Four total preferential parking stalls are available on campus for drivers of Electric or Hybrid vehicles, two at Sampson-Hoffland Laboratories, and two at the Luther Aquatic Center.


Does the institution have one or more Level 2 or Level 3 electric vehicle recharging stations that are accessible to student and employee commuters?:
Yes

A brief description of the electric vehicle recharging stations:

Luther has a Chargepoint EV charging station. Drivers of plug-in electric or hybrid/electric vehicles can hook up and charge a vehicle for a modest $.50 fee. This station was installed in May 2016.

In March, 2021, Luther College was awarded a grant of $10,908 from the Iowa Department of Transportation, as part of the Volkswagen Settlement Environmental Mitigation Trust program to install a second Level 2 charging station.


Does the institution have incentives or programs to encourage employees to live close to campus?:
Yes

A brief description of the incentives or programs to encourage employees to live close to campus:

Luther College owns 24 homes and apartment units adjacent to the campus boundaries. These are made available to new or temporary employees. All are within easy walking distance of the campus. The housing allows employees up to two years (with possible extension) to find a place to live close to campus, rather than having to live outside of town. Decorah, Iowa has a very tight housing market. A copy of Luther's Faculty and Staff Rental Policy is attached below.

Yes

A brief description of other programs or initiatives to encourage more sustainable modes of transportation and/or reduce the impact of student and employee commuting:

Luther College students have two local options for public transportation, as well as a regional shuttle. Home Town Taxi is available Monday through Saturday 7 am to 6 pm for local trips, and will also provide regional transportation, all in hybrid vehicles.

Northeast Iowa Community Action Corporation (NEICAC) EARL Transit is an on-call service. EARL is the Region 1 public transit provider under the Iowa Department of Transportation. Transit provides door-to-door service in the Northeast corner counties of Allamakee, Clayton, Fayette, Howard and Winneshiek. EARL regularly comes to Luther College. EARL provide rides for work, appointments, getting groceries or running errands. EARL Public Transit vehicles are ADA compliant and wheelchair accessible.

The Luther College shuttle service is designed to provide efficient, low-cost transportation for students as they travel to and from the Minnesota, Illinois, and Wisconsin areas for breaks.

Luther features a link to a "fly or drive calculator" on its transportation page so students can compare the carbon impact of both ways of travel.
