Strategic energy management program and energy efficiency revolving fund.
Lewis & Clark (“L&C”) recently completed the operational components of its Climate Action Plan (CAP) which includes strategies and initiatives to decarbonize campus operations by 2040. A key recommendation in the CAP is to organize, staff, and provide seed capital for an energy efficiency revolving fund. The goal of the fund is to capture energy savings and invest those savings into projects with a positive return. The fund should be designed to “revolve” meaning realized savings will roll over from year to year providing support for future projects and additional savings.
This document is intended to establish the operational guidelines for L&C staff tasked with implementing the Energy Efficiency Revolving Fund (“Fund”) as well as the expectations of the relevant parties.
Fund Objectives
-
Invest in a portfolio of projects that save energy with an overall target of 1-2% energy (btu) reduction per year with an overall goal of 20%+ baseline energy savings.
-
Reduce energy demand relative to the historical baseline.
-
Reinvest avoided utility costs into energy savings projects.
-
Improve building performance including comfort and controls addressing L&C’s deferred maintenance backlog.
Capture incentives, grants, and other funding from utility energy efficiency programs, city, state, and federal agencies, and other organizations or donors.
