A brief description of the policies and/or guidelines to improve outdoor air quality and minimize air pollutant emissions from mobile sources:
The University complies with the statewide regulation governing engine-idling of diesel-powered motor vehicles. The Pennsylvania Diesel-Powered Motor Vehicle Idling Act (124) establishes idling restrictions for certain diesel-powered motor vehicles and imposes a penalty on drivers and owners of vehicles who violate the Act. The purpose of the Act is to reduce air pollution caused by the operation of diesel engines, so the Act also imposes requirements on those who own or control land where emissions are generated. The Act mandates that facility owners and operators may not allow violations of the Act on the property they own or operate and that they must erect and maintain permanent signs to inform drivers that idling is restricted. If idling restrictions of certain diesel-powered motor vehicles are unenforced, penalties may be issued to many different parties.

A brief description of the methodology(ies) the institution used to complete its air emissions inventory:
The University's Air Emissions Permit issued by the Pennsylvania Department of Environmental protection (PADEP) requires the University to compute its emissions from regulated stationary sources on a calendar year basis. The calculations shown above were computed on a fiscal year basis (to match the performance year reported to STARS), in the same manner as the annual calendar year emissions report filed with PADEP.
