We handle this at the RFP level, requesting EPEAT Silver or better. There is no institution wide policy or guideline YET, however we are currently in the approval process for the new Sustainable Purchasing Policy, which will include EPEAT silver requirements for electronics. The policy is with Lehigh's Sustainability Coordinator for review.
Update as of 12/17/15 - policy still in review, being presented to campus January 2016.

We manage compliance through review of purchase requests and by making bulk PC purchases as a result of RFP processes. EPEAT silver was a requirement for the fiscal year 2015 bulk pc purchase.
