A brief description of the innovative policy, practice, program, or outcome :
Environmental Tax System We introduced an environmental tax system to encourage energy saving and GHG reduction in 2008. This is a system that implements energy efficiency measures by levying an environmental tax, which is calculated based on the energy consumption of each department of the university, including the central administration. This system greatly contributes to the reduction of our energy use on campus, and has led to the installation of photovoltaic facilities, highly efficient transformers and air conditioning, and LED lighting. When the system started in 2008, it was a five-year plan. During five years, energy consumption has been reduced by 143,366 GJ (415,012 GJ cumulatively) and CO2 reduced by 7,331 tons (21,390 tons cumulatively). As it is verified that the system has been working successfully, we decided to continue this system for another three years, which is from 2013 to 2015. The Kansai Bureau of Economy, Trade and Industry (METI-KANSAI) selected our unique tax system as one the best practices for energy saving. http://www.kansai.meti.go.jp/3-9enetai/shoene-seikojireishu/img/shoeneseikojireishu_1201.pdf
