Under the Province of British Columbia's Greenhouse Gas Reductions Targets Act, every public sector organization, and thus public post-secondary institutes, are mandated to offset their emissions through a carbon neutral program. Any emissions the institute produces must be offset through a payment program to the provincial government. KPU determines its total emissions and reports annually through the provincially mandated Climate Change Accountability Report, a part of the public institution requirement. This report contains Scope 1 (stationary natural gas emissions and mobile emissions) and Scope 2 (electricity) emissions, as well as emissions from paper consumption. KPU's total offset payment is based on the total greenhouse gas emissions minus a near negligible amount from biogenic sources.
