KCC is committed to the use and purchase of environmentally and socially responsible materials and products.

It is the policy of KCC to require purchase of products and services that minimize environmental and health impacts, toxics pollution, and hazards to worker and community safety and to the larger global community to the greatest extent practicable; however; it is not the intent of this policy to require a department, buyer or contractor to take any action that conflicts with local, state or federal requirements or to procure products that do not perform adequately for their intended use, exclude adequate competition, or are not available at a reasonable price in a reasonable period of time.

The KCC Project Manual addresses adherence to wage and working condition standards. Language includes: 1) § 10.1 SAFETY PRECAUTIONS AND PROGRAMS
The Contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the performance of the Contract and 2) Prevailing wage information for Kankakee County. Board Policy to insure that contractors provide prevailing wage: Whereas, the State of Illinois has enacted “An ACT regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works,” approved June 26, 1941, as amended, being Chapter 820 ILCS 130/1-12, Illinois Compiled Statutes; and.... A brief description of programs and strategies institution has implemented to ensure that the guidelines are followed, including a brief description of instances when the guidelines have changed purchasing behavior, if applicable:

All specifications for written quotes and bids include language that products and services must meet minimum environmental standards as stated in the Board policy. For example, the specifications for all carpet bids state that the product must be a recycled carpet product and must be 100% recyclable through the manufacturer. The Physical Plant Department has a Green Cleaning Program. The program is comprised of three policies: the Green Cleaning Policy, the Sustainable Purchasing Policy, and the Sustainable Equipment Policy. The Green Cleaning Policy is a set of standard operating procedures for the green cleaning program. The Sustainable Purchasing Policy incorporates environmentally friendly cleaning and consumable supplies in the program. The Sustainable Equipment Policy ensures that powered janitorial equipment meet established criteria for the program and that equipment is properly used and maintained. Because of the program, all products, equipment and methods of cleaning used by Physical Plant reduce health and environmental impact. In order to meet the U.S. Environmental Protection Agency’s Energy Star Challenge, specifications for written quotes and bids indicate that equipment must be compliant with the latest published Energy Star standards. This requirement was listed in a recent bid for satellite digital copier and printers.
