Has the institution conducted a GHG emissions inventory within the previous three years that includes all Scope 1 and 2 emissions? :
Yes

A copy of the most recent GHG emissions inventory:
A brief description of the methodology and/or tool used to complete the GHG emissions inventory:

SIMAP was used for the FY 2020 emissions inventory. The temporal boundary is fiscal year 2020: July 1, 2019 - June 30, 2020.

Data collection began June 2020 and ended on October 2020. Data for scope 1, 2 and 3 were gathered by IUPUI Sustainability staff, including the director, assistant director, and engagement coordinator.

IUPUI Sustainability staff contacted and requested data from campus contacts directly responsible of each reporting field. Each contact was provided an Excel spreadsheet that outlined requested data and data requirements.

Scope 1 emissions originate from mobile emissions, fugitive agricultural emission sources, and stationary fuels including fuel oil for generators, natural gas, and energy generated by campus solar panels. Scope 2 emissions originate from purchased electricity, steam, and chilled water, as well as renewable energy certificates (RECs) purchased from our utility provider.

Scope 3 is incomplete. Our university's system for tracking business travel doesn't effectively collect commuter data, air, limousine, or taxi miles traveled. We have very limited access to food purchase, as our food services is outsourced. However, we were able to gather paper purchases, solid waste and waste water, as well as rental car and personal car reimbursement mileage.

For sinks, we collected data for our pre-consumer dining waste composting program.

Has the GHG emissions inventory been validated internally by personnel who are independent of the GHG accounting and reporting process and/or verified by an independent, external third party?:
Yes

A brief description of the GHG inventory verification process:

IUPUI Sustainability Analyst Intern, Amber Greaney, completed an independent audit of the 2020 GHG inventory. She had full access to the SIMAP tool and outcome as reported in OP01. First referencing the GHG emissions inventory uploaded in STARS, Amber verified that the inventory quantified both Scope 1 and 2 GHG emissions. For scope 1 this process involved looking through and verifying the data consistency for mobile emissions, fugitive agricultural emission sources, stationary fuels, natural gas, and energy generated by campus solar panels. The same method was used for the scope 2 analysis of emissions originating from purchased electricity, steam, chilled water, as well as renewable energy certificates purchased from IPL. Next, the reported partial scope 3 GHG emissions from business travel (rental car and personal mileage reimbursement), purchased goods and services (paper products), waste generated in operations, (solid water and waste water) and other sources were checked for data errors and outliers. She confirmed the inventory included data on the institution's NOx, SOx, PM, and other air emissions with no erroneous data. Finally, the carbon sink data from pre-consumer dining waste was verified. Air pollutant emissions inventory attributes (i.e. major stationary sources, area, sources, etc.) were not outlined categorically in the report. After a complete review of the data sources and data input Amber affirmed that IUPUI’s 2020 GHG report had been reviewed in full and there were no inconsistencies or errors.

A brief description of how the institution accounted for its Scope 3 emissions:

Our scope 3 emissions are incomplete. The only sources we were able to collect data for included some business travel (rental car mileage, personal mileage reimbursement), paper purchase, solid waste and wastewater.

All of our municipal solid waste is incinerated for fuel (Refuse Derived Fuel).

A brief description of the methodology(ies) the institution used to complete its air emissions inventory:

The actual inventory of emission units has been developed in cooperation over the years with Campus Facility Services and/or the University Architect’s Office and field-verified.

The actual emission estimates per unit are based on emission factors defined in the EPA reference document AP-42 (https://www.epa.gov/air-emissions-factors-and-quantification/ap-42-compilation-air-emission-factors).
