Does the institution negotiate or participate in transformative open access agreements that are consistent with ESAC guidelines?:
Yes

Narrative and/or website URL providing an overview of the institution’s transformative open access agreements with publishers:

The institution has negotiated open access publishing agreements with a variety of academic publishers. Milner Library currently administers agreements with the following publishers: ACM (Association for Computing Machinery) (2024-2026); ACS (American Chemical Society) (2024-2026); Annual Reviews (Jan. 2023-Dec. 2024); Cambridge University Press (Jan. 2021-Dec. 2023; Jan. 2024-Dec. 2026); Company of Biologists (Jan. 2023-Dec. 2025); IOP (Institute of Physics) (Jan. 2024 - Dec. 2026); Microbiology Society (Jan. 2024-Dec. 2024); MIT Press (July 2023-June 2024); Royal Society of Chemistry (Jan. 2024 - Dec. 2026); Sage Publications (Jan. 2024-Dec. 2026); and Taylor & Francis (Jan. 2023-Dec. 2025). Although not registered with ESAC, these agreements are close to cost-neutral and allow ISU authors to retain copyright of articles published open access. Given Milner Library’s flat budget, the approach to negotiating these agreements has been to commit to a similar spend if the publisher will include additional “read” access and/or open access publishing APC waivers. Some agreements provide for unlimited open access publishing, others are capped based on historic publishing. Some agreements allow for publishing in hybrid or gold OA journals, other agreements only cover hybrid journals.

A listing of current agreements is here: https://guides.library.illinoisstate.edu/scholarlycommunication/agreements.
