A brief description of the open access policy, including the date adopted and repository(ies) used:

The state of Illinois adopted Public Act 098-0295 in 2013 and ISU established a task force as per the legislation. The open access task force reviewed publishing practices by faculty at Illinois State University and evaluated policy regarding open access to research articles based on criteria appropriate to Illinois State University. In designing the policy, the task force considered how Illinois State University can best further the open access goals set forth in the state act, reviewed how peer institutions and the federal government are addressing open access and ensured consistency of our approach with steps taken by federal grant-making agencies, and considered academic, legal, ethical, and fiscal ramifications of open access publishing. The task force recommended that the Intellectual Property Policy (adopted in 1999) fit the criteria for Open Access and that policy will serve to fulfill the spirit and intent of open access.

Milner Library hosts the open access depository, ISUReD. ISU ReD collects and provides current and long-term access to the research and scholarship of the faculty, staff, and students of Illinois State University. This growing institutional repository of articles, reports, electronic theses and dissertations, data sets, and other digital assets reflects the diversity of the research, scholarship, and creative activities of the ISU community. Milner Library provides support through grants to provide funding for publishing expenses and professional assistance on copy right, submittal process, access and general information.
