A brief description of how the institution engages in public policy advocacy for sustainability at the municipal/local level:
Agreement between the IESE Business School and Barcelona City Council for the macro project "economic reactivation program for the city of Barcelona" proposed by the research centers PSRC (Public-Private Sector Research Center) and PPP for Cities.
The specific Activities object of this agreement are summarized below:
1. Support for the annual organization of International Conferences on Public-Private Collaborations.
2. Support for research and innovation: The line of research determined by the academic directors of the PPSRC foresees the formalization of the following case studies:
- "Innovating Through PPPs: The Case of Economic Development in Barcelona"
- The municipal aid program MES BCN (A)
- The mobility challenge in Barcelona.
- The technological ecosystem of Barcelona.
- Net Zero Cities - Climate neutral Barcelona 2030
3. Support for the communication and dissemination of knowledge and research conclusions:
- Dissemination of case studies.
- Organization of sessions and workshops.
4. Support to the achievement of the objectives of the Green Deal:
- Creation of databases of innovative ecosystems.
As an example of an activity organized under this agreement it can be mentioned the "Barcelona Mobility Dialogues": 8 sessions on the future of mobility in Barcelona. More information can be found in: https://www.iese.edu/es/claustro-investigacion/barcelona-mobility-dialogues/
Also attached, as evidence, is the agreement between IESE and Barcelona City Council. See document "IESE- Ayuntamiento Barcelona-Convenio.pdf"
Finally, it can be mentioned the "7th Local Management Session" organized between Diputació de Barcelona and the PPP for Cities Research Center from IESE Business School, had the objective of creating a space for reflection and knowledge regarding best practices in local management. This space has been created as a channel through which the Local Administration can share the knowledge generated in public management as well as a meeting point for professionals of different sectors that enables them to share experiences, learn from other experts and debate about proposals that may lead to the implementation of improvements in the management of their public services.
The elements of debate for this session revolved around the challenges of municipalities facing climate change. Energy communities were discussed and international examples of their use were presented, as well as the main challenges of their governance and implementation at local and national levels. The Conference was aimed for local administrations' employees, both political representatives and general and/or sectorial municipal managers.

IESE is affiliate to the International Center of Excellence on PPP at UNECE
The Specialist Centre on PPPs in Smart and Sustainable Cities (PPP for Cities) is a research, innovation and advisory center that aims to provide public administrations throughout the world with support in the organization, management and development of projects involving collaboration between the public and private sectors in the smart cities arena.

As an example of Regional influence it can be mentioned:

"PPP Guideline for Regional and Local Governments in Latin America"

The Specialist Center on PPP in Smart & Sustainable Cities has prepared this PPP Guideline for CAF- Latin American Development Bank. The purpose of this first PPP guideline is to improve the capacities of local & regional Governments in Latin American Region. The Guideline introduces the main topics related to PPP and helps to determine when, where and how to use these kind of contracts by public officers. The Guideline has an especial focus on PPP in urban areas, as in Latin American region 80% of the population is concentrated in urban areas. Finally, an innovation of this Guideline is that it presents the People-First PPP concept, used by the United Nation Economic Commission for Europe to determine how a PPP can help societies to reach the United Nations Sustainable Development Goals.

A brief description of how the institution engages in public policy advocacy for sustainability at the national level:
1. IESE faculty conducts research projects related to sustainability by the Spanish State Research Agency through European via The Spanish Recovery, Transformation and Resilience Plan funded "Strategic Projects Oriented to the Ecological Transition and Digital Transition" 2021 programe with projects “How to Reform Corporate Reporting and Incentive Schemes to Achieve Net-zero Emissions by 2050? (professors Prof. Gaizka Ormazabal and Miguel Duro) and Climate change Adaptation and Mitigation through Entrepreneurship and the Financial Sector (professors Carles Vergara and Desirée Pacheco)
Moreover, in 2021 IESE participated in public process of Manifestation of Interest with contributing to the Circular Economy part of The Spanish Recovery, Transformation and Resilience Plan through the Spanish Ministry for the Ecological Transition and the Demographic Challenge.

2. PROGRAMA DE LIDERAZGO PARA LA GESTIÓN PÚBLICA.
The "Programa de liderazgo para la Gestión pública" is a program in which local, regional, and state public leaders come to IESE to learn about management and leadership. It can be said that is a very popular program within the Public administration of Spain: More than 1000 public leaders of Spain have participated at this Program.
There is one module within the course specifically devoted to Sustainability, where participants learn about it. It is a way for IESE to advocate for these issues fostering discussion and making public leaders learn from best practices in the field.
Furthermore, within the same Program, there is a module about public private collaboration where sustainability plays a big role. Smart cities and Gov tech issues are analyzed focusing on ESG criteria.

IESE engages in public policy advocacy for sustainability at the international level in different ways:

PPP FOR CITIES:
IESE is affiliate to the International Center of Excellence on PPP at UNECE
The Specialist Centre on PPPs in Smart and Sustainable Cities (PPP for Cities) is a research, innovation and advisory center that aims to provide public administrations throughout the world with support in the organization, management and development of projects involving collaboration between the public and private sectors in the smart cities arena.
PPP for Cities task is to help cities around the world transform themselves into Smart and Sustainable Cities (SSC) by embracing the Sustainable Development Goals (SDG) of the United Nations (UN). PPP for cities will focus its efforts in particular to address goal number 11, “Make cities and human settlements inclusive, safe, resilient and sustainable” using Public-Private Partnerships as one of the most successful mechanism.
It is also a partnership platform between companies and administrations from all over the world where they can further explore the dynamics of public-private partnerships, create guides to good practices and standards and design solutions to the issues facing cities.
The center is led by IESE Business School and is part of the United Nations’ International Centre of Excellence on PPPs program. It has the support and sponsorship of Barcelona City Hall and other public administrations and private companies.

IESE CITIES IN MOTION:

IESE Cities in Motion Strategies is a research platform that was launched by the IESE Business School Center for Globalization and Strategy and the IESE Department of Strategy.
The initiative connects a worldwide network of city experts and specialized private companies with local administrations all over the world, with the goal of developing valuable ideas and innovative tools that can generate smarter cities and promote change at the local level.
The mission of the platform is to promote the Cities in Motion Model, that includes an innovative approach to city management, and a new urban model for the 21st century, based on 4 main drivers: sustainable ecosystems, innovative activities, equitability among citiziens and connected territory.

Center for Public Leadership and Government (CPLG):
It is important to highlight that IESE has a long tradition of training public executives. Among all of its initiatives, one that stands out is the creation of the Public Management Leadership Forum in 2004, which marked a turning point.From the moment it was created, the Forum allowed IESE to establish a smooth relationship with the Harvard Kennedy School, which has given rise to the Academic Advisory Board and the Driving Government Performance Program, which addresses leadership strategies to evaluate and improve public policy.
IESE offers international development programs for senior executives in public administration. Our goal is to provide education in policy leadership and public management needed to improve action programs and organizations.
