Yes

A brief description of the technology used:

For example, the central steam heater works from 7:30am to 10:30am and restarts from 2:30pm to 4:30pm in the administration bureau buildings. It is from 7:30am to 11:00am and 1:30pm to 6:00pm in case of the power center of engineering when the outside temperature is lower than 5 Celsius degree. This would change depending on the temperature.
