Personnel at Office of Sponsored Research and Programs have proposed a policy for Sponsored Research and Programs supported grants, however the office cannot approve such a policy for themselves. That approval would come from the Deans and the Academic Vice President. We would also need to develop a policy that would cover research outside the scope of Sponsored Research and Programs. Thus we may want to develop a single University wide policy on open access to research.
