The baseline year is 2018/2019 because it is as far back as our records go as of starting to record them in 2021.
Both the 2019/2020 and the 2020/2021 fiscal years are not well suited to be performance years due to the pandemic, but 2019/2020 was less skewed than last year, so we've elected to use it as a temporary performance year for this submission.
