ENERGY EFFICIENT PURCHASING POLICY
Frostburg State University requires the purchase of energy efficient products and
equipment. Equipment purchases that are Energy Star-certified or that meet other
nationally accepted standards of energy efficiency should be made whenever financially
feasible. Departments should consider both short-term and long-term costs when
choosing between highly efficient products and less efficient counterparts.
The procurement department may review purchases for compliance with this policy.
Any department purchasing less efficient products or equipment may be required to
report to the procurement office the reason for such purchase and indicate why an Energy
Star- certified or other energy efficient product was not chosen.

A brief description of steps the institution has taken to ensure that the purchasing policy, directives, or guidelines are followed:
FSU purchases exclusively EPEAT Gold computers and monitors. Total expenditures on Gold EPEAT computers during the past year (March 2011-March 2012) was $478,416. Below are the details:
Part 1 – FSU has a policy for purchasing Energy Efficient products and equipment. The policy can be found at http://www.frostburg.edu/admin/policies/fsupolicy/ under ‘Energy Efficient Purchasing Policy’.
Part 2 – FSU purchases the following computers and monitors with EPEAT ratings (used throughout the entire campus):
HP 6005 Pro Small Form Factor Desktop, 80 Plus Gold Category 5 qualified
HP 6550b Notebook, Gold Category 5 qualified
Compaq 22” LCD WS DVI VGA 16:10 1680X1050, Gold Category 5 qualified
