Does the institution limit free printing for students in all computer labs and libraries?:

A brief description of how printing is limited:
In fall quarter of 2009, EdCC implemented a print management (pay-for-print) system in computer labs on campus. To print in computer labs and the library, students must use their student ID (the EdPass), which is loaded with 25 free pages each quarter. After the 25 pages are used up, it costs $0.05 per page to print. Students can reload their EdPass with monies to continue printing. Free pages not used up within a quarter cannot be rolled-over to the next quarter.
