In 2009-10 EMU played a leadership role in making the state of Virginia and the city of Harrisonburg more solar friendly. In order to install the 104KW solar array on the university's library, EMU worked to overcome initial opposition from the city utility company (HEC) which laid the groundwork for dozens of smaller solar installs in the years following. EMU also advocated strongly for a local tax exemption for solar that was eventually passed by the Harrisonburg City Council. Having the first commercial scale solar PV array in the state on EMU campus has meant that in the years following, EMU has became a state-wide resource for how to manage the financial and legal challenges of doing commercial-scale solar.
