A brief description of the institution's stormwater management initiatives:
East Tennessee State University is required to be permitted under the Tennessee Water Control Act of 1977 (T.C.A. 69-3-101 et seq.),the EPA underwriters Federal Water Pollution Control Act as amended by the Clean Water Act of 1977 (33 U.S.C. 1251 et seq.) and the Water Control Act of 1987, P.L. 100-4. ETSU, as an operator of a small municipal separate storm sewer system, is authorized to discharge stormwater runoff into waters of the State of Tennessee. ETSU and Johnson City have agreed to co-permit because all applicable stormwater from the main campus discharges into those streams encompassed by the existing Johnson City stormwater permit.
ETSU is responsible for screening, tracking and elimination of illicit discharges. Develop and maintain storm sewer system map. Assist in Public Outreach and Education Program and develop and maintain stormwater website.

ETSU has three locations in various locations that have porous paving. The locations include Soccer Stadium parking lot 22, Married Student Housing parking lot 14A, and BucRidge Phase III parking lot. These lots were built with porous paving so that the university could manage stormwater runoff.

A vegetated bio-swale is located in our Buccaneer Ridge Housing area.

ETSU also has a retention tank under the Basler soccer field. This tank can hold up to 60,000 gallons of water. This retention system collects all stormwater from the site and recirculates it through the irrigation system for the site.
