A brief description of the program:

East Tennessee State University practices the act of purchasing from local businesses if the products are available locally. When ETSU looks for bids on products or labor the institution looks to see if the cost is under a certain dollar range, and if the cost of the service is under the specified dollar amount the bids are only held locally. This is not a written policy that all departments must follow but it is used as standard practice.
