A brief description of how the institution meets the criteria:
When a vendor is filling out their vendor application there is a section that asks what kind of ownership the business is under. ETSU's gives the vendors seven options to choose from these options include: Government Owned, Non-Profit, Majority, Minority, Woman owned, Agency of the State of Tennessee, or small business. ETSU takes these responses into consideration when and if the all of the needed criteria is the same for two vendors on the same product or service. When this situation occurs the preference will be given to the minority-owned, woman owned, small business, or non-profit organization. If there are two vendors that meet the same criteria and one is located within our state and one is located out of state then preference will be given to the in state vendor
