Yes
A brief description of the metering system:
95% of campus is accounted for by direct metering of electric use at the building level. The institution is also in the process of installing new electric meters on a number of the buildings that have the ability to remotely monitor real-time data. Steam is metered only at the boiler plant. Natural gas is metered at each building. The EMS system also has some ability to control individual building energy use.
