GHG Review Process for Higher Education Institutions

STARS does not currently specify a peer review methodology for the greenhouse gas emissions inventory (GHG) in OP-1 and OP-2. Dr. Kathleen Klaniecki at Central Washington University and Mr. Brandon Morton at Dallas College outlined a process to utilize the United Nations recommended framework for reviewing greenhouse gas emissions inventories for countries, and adapted the framework for higher education institutions. The UN Protocol for GHG Peer Review (2017) follows the TACCC Approach (Transparency, Accuracy, Completeness, Comparability, Consistency), and references the US EPA Peer Review Handbook 4th Edition (2015). Since this is the first GHG emissions report of Dallas College, 'Comparability,' was omitted since a previous emissions report could not be compared.
