A brief description of the LCCA policy(ies) and practice(s):
LLC is part of the CU Design and Construction Standards that are required for projects which will consume water and/or energy. The LLC helps Facilities determine which equipment and systems to spec. The link to the standard is below (see "Life Cycle Cost Analysis"). Cornell Facilities often (as part of LEED) spec very energy-efficient and water-efficient systems that help us meet our LEED goals. LCC typically mostly helps us analyze things that represent “stretch” opportunities.
