A brief description of the sustainable operations and maintenance policy/program and/or O+M rating system(s) used:
In 2007, the South Carolina State Budget and Control Board approved the Energy Efficiency Act adopting LEED criteria for design and construction of all major new construction and renovation projects on all state funded projects. As part of this Act, all major facility projects that are certified at the LEED Silver standard or higher or certified as receiving two globes using the Green Globes Rating System must be inspected by a third-party commissioning agent in the fifth, 10th and 15th year following certification. ‘Third-party commissioning agent’ means a person accredited by the USGBC or GBI, with expertise in building systems performance, who will analyze, evaluate, and confirm the proper function and performance of a high performance building, its systems, equipment, and indoor air quality, and who did not participate in the original certification of the major facility project or renovation project. The third-party commissioning agent determines whether the building is operating at the standard to which it was originally designed and certified. The third-party commissioning agent reports its findings to the State Engineer, and if the State Engineer determines that the building is not operating within the spirit of this article, the State Engineer may take appropriate measures to bring the building into compliance.

As such, all of the square footages included in the “Operated in accordance with a multi-attribute green building code, policy, guideline, or rating system, but not certified/verified” include all major facility projects at Coastal Carolina University that have been built OR renovated since 2007 (see attached documentation). The square footage categorized as "Operated and maintained in accordance with a single-attribute, sustainable management policy/program, but not certified under an O+M rating system" are buildings that were built prior to 2007 and have not been renovated.

In addition to operating buildings at the standard to which it was originally designed and certified, ALL buildings (multi- & single-attribute) are maintained and operated using an Integrated Pest Management (IPM) Plan and green cleaning procedures (see attached for more details). Additionally for each building, the Facilities Planning and Management Department has applied a layered approach utilizing multiple control strategies to improve air quality and minimize risk of transmission of COVID-19 indoors. Strategies include increasing the amount of outdoor air to be introduced inside buildings, inspection of CO2 sensors, HVAC filter maintenance, and adjusting temperature set points. Staff monitor systems to ensure they are operating properly. CCU actively manages and tracks its water and energy usage through platforms such as Energy Manager.
