CCU Digital Commons is the institutional repository of Coastal Carolina University, and is administered by Kimbel Library. Research and scholarly output included in the repository has been selected and deposited by either the library or by the individual university departments and centers on campus. Collection highlights include theses and dissertations, digital collections, university publications, conferences, and academic journals.

This is no doubt going on in some departments on campus, as evidenced by certain publications by CCU authors that are published in OA-only journals, those requiring APCs. But there is no officially listed fund on the university website, meaning that this could be accomplished using generic departmental funding or even internal or external grant monies.

Yes

A brief description of the open access journal hosting services:

Yes, except the service is CCU Digital Commons, so the service is not hosted on local servers, but on proprietary servers run by bepress, who runs the Digital Commons system, to which the library purchases a subscription.

CCU Digital Commons provides journal hosting services as part of the annual subscription to Digital Commons. Bridges is CCU's journal of undergraduate research, and publications are reviewed by the journal's editorial review board and published open access. The Journal of Political Science is a peer-reviewed journal on CCU Digital Commons sponsored by the South Carolina Political Science Association, but is not fully open access. The Coastal Business Journal is an open access peer-reviewed journal run by the Wall College of Business and soon to be published on CCU Digital Commons.
