The 2014 CSU Master Plan emphasizes pedestrian movement and strategies to enhance pedestrian connectivity and multi-modal transportation on campus to reduce automobile trips. Campus-wide pedestrian movement on the CSU campus was evaluated to assess Americans with Disabilities Act (ADA) accessibility and general safety conditions as part of the Campus Master Plan.

Mass Transit Programs 

Does the institution offer free or reduced price transit passes and/or operate a free campus shuttle for commuters?:

Cleveland State supports the U-Pass program. U-Pass allows all main campus students to ride free of charge on all Greater Cleveland RTA buses and rapid trains during each academic semester. The program was initiated in the Spring of 2003 and supported by a vote of the student body. Students have voted to continue the program on each subsequent student ballot. Greater Cleveland Regional Transit Authority (RTA) has launched a vanpooling service that allows riders to drive vans operated by vRide to commute to work. Designated drivers operate and store the vans. RTA subsidizes 30 cents of every mile traveled, and riders cover the remaining cost of the ride. CSU has supported a Zipcar program on campus since August 2011. The program currently includes five vehicles on campus and has 1,025 approved members. In 2016, members made 3,289 reservations. In 2016, CSU’s Zipcar program helped divert 416,000 lbs of CO2 from entering the atmosphere.

CSU has entered into an agreement with Cleveland Metropolitan Housing Authority to incentivize employees to live in Sankofa Village. Currently under construction, the complex will provide 110 new, high-quality apartment homes less than a mile from CSU's campus. The apartment homes will be approximately 15% market rate and 85% subsidized for low income people. CSU will offer a first-month rent payment of up to $1,000 to as many as 15 CSU employees per year for five years, totaling a $75,000 investment.

A brief description of other strategies to reduce the impact of commuting:
The university offers one parking spot on campus reserved for a low emissions vehicle at the Center for Innovation in Medical Professions building. CSU and the RTA offer a monthly transit pass for faculty and staff at a pre-tax rate. This also includes a service where RTA will arrange for transportation if one misses their bus or train and there are no other options to travel to their destination.
