A brief description of the sustainable operations and maintenance policy/program and/or O+M rating system(s) used:

The Building Condition Assessment (BCA) Program was initiated at Clemson in 2017 following a pilot project conducted by Sightlines, LLC to help establish a continuously updated database that documented building needs for all Education and General (E&G) facilities on campus. This program has since expanded to include all Housing and Dining facilities as well as other auxiliary buildings as requested. 


Our team includes shop managers, technicians, and construction program managers who assess all buildings associated with main campus at least once every 3 years. (High use buildings are visited annually.) During each assessment, the BCA team considers the following building systems and associated equipment: building envelope, electrical system, HVAC and mechanical systems (Including Air quality), plumbing systems, fire protection and life safety systems, and utilities. We also identify deficiencies related to code compliance and areas for energy savings. 


Assessments include building walk-throughs, review of work orders for each facility, and communication with building occupants to identify areas of concern. The BCA team then meets to discuss deficiencies identified during the field survey and occupant interviews, identify repairs/replacement/renovations needed to address those issues, estimate a cost associated with proposed work, and plan for scheduling those projects. All items are assigned values for condition rating and priority classification to help identify criticality and schedule accordingly for capital renewal for the next 10 years.
