AN ACT TO PROMOTE THE CONSERVATION OF ENERGY AND WATER USE IN STATE, UNIVERSITY, AND COMMUNITY COLLEGE BUILDINGS.
The bill states "It is the intent of the General
Assembly that State-owned buildings, The University of North Carolina, and the North
Carolina Community College System be improved by establishing specific performance criteria
and goals for sustainable, energy efficient public buildings based upon recognized, consensus
standards with scientifically proven basis and demonstrated performance."
