Does the institution host a peer-to-peer textbook exchange program, textbook lending library, or alternate textbook project?:
Yes
A brief description of the textbook exchange program, textbook lending library, or alternate textbook project:
There are three programs as a part of this for students:
1) The Bock Student learning Center, a study and tutoring center, has the most common textbooks for students to check out and use within the center.

2) Student life runs a Textbook Accessibility Program, to share textbooks across classes for students, lending them out for no cost, and asking for textbook donations at the end of each quarter. 3) With the new implementation of CTCLink from the state registration program, the college now lists which courses have no paid textbook requirement, or a low cost option. It also incentivizes professors to reduce textbook requirements by listing their classes first above sections with higher textbook cost requirements.

Does the institution provide incentives for academic staff that explicitly encourage the authorship, peer review, and/or adoption of open access textbooks?:
Yes
A brief description of the incentives to encourage the authorship, peer review, and/or adoption of open access textbooks:
Faculty are encouraged to use low cost, or no-cost textbook options for student accessibility. Many use online open access options, but are further incentivized by the CTCLink registration system's listing for class options (see above), as well as quarterly reminders from deans suggesting methods of finding alternatives to textbook purchases.
The above 3 options of Cascadia's program is also mentioned above.
