CMU does not have a formal mandate, but we do provide transformative open access agreements with many major publishers to support immediate open access to articles with a CMU corresponding author. These agreements include over 8,000 academic journals across various publishers. CMU also provides access to APC funds for those authors who publish in open access journals that are not covered by these agreements.

APC fund
A brief description of the open access APC fund:
CMU Libraries offer a number of ways to help fund open access publishing, from providing Article Processing Charge (APC) to maintaining memberships that offer the CMU community discounted APCs. The Libraries APC fund is available to CMU faculty members, research scientists, post-docs, students, and staff if they are the article's corresponding author in an eligible journal.
CMU Libraries will pay 100% of the APC up to a maximum of $1500 per article. Any remaining balance will be paid by the corresponding author's department, co-authors, or other sources. Maximum funding per author per fiscal year (July 1 - June 30) is $3000.

The Carnegie Mellon University Libraries Publishing Service (LPS) provides an infrastructure to publish and host born-digital scholarly content. LPS is part of the emerging innovations and services the Libraries offers to support the growing digital scholarship and publishing needs of the CMU community.
The mission of the CMU LPS is to maximize open and free access to scholarly publications and products in a sustainable fashion for the benefit of scholars, students, and the general public. We champion open access to promote learning, share research, and create greater opportunities to engage the general public.
All journals or journal-like content hosted by LPS is published using the Janeway open-source publishing platform developed by the Birkbeck Centre for Technology and Publishing at the University of London.
