A brief description of the methodology/tool used to calculate the percentile local or regional rainfall events for which the institution manages runoff on-site using LID practices and green infrastructure:
Campus is subject to the CA Phase II MS4 permit, which allows three different means for calculating required rainfall capture:
85th percentile design storm. Historical rainfall data is ranked, and the 85th percentile is used.
80 percent capture. Annual rainfall over a 30 or so year period is total and the annual average rainfall is calculated. Runoff captured must be 80 percent of this value.
Bioretention facilities with specified characteristics can be used, sized at 4% of the catchment. (Rainfall is not involved).
The Office of Water Programs developed a sizing tool for all Phase II Permittees in the state that can be used to size LID/GI for any of these methods.
