A brief description of the methodology/tool used to calculate the percentile local or regional rainfall events for which the institution manages runoff on-site using LID practices and green infrastructure:
The Hydrologic Modeling Software developed by the US Department of Agriculture (USDA) National Resource Conservation Service (NRCS) Urban Hydrology Tool for Small Watersheds (TR-55)1 presents simplified procedures to calculate storm runoff volume, peak rate of discharge, hydrographs, and storage volumes required for floodwater reservoirs. These procedures are applicable in small watersheds, especially urbanizing watersheds, in the United States. First issued by the Soil Conservation Service (SCS) in January 1975, TR-55 incorporates current SCS procedures.
We created a model of the CSUMB sub-watershed using TR-55, meteorological data, and elevation and impervious surface characteristics obtained through Geographic Information Systems (GIS). This model was used to measure the volume of expected storm water discharge resulting from storms of exceptional size and duration and determine whether that discharge would be prevented from reaching WOTUS by existing percolation ponds and infiltration into the sandy soils.
