Yes

A brief description of the textbook exchange program, textbook lending library, or alternate textbook project:

The Montserrat Office (not the library) has a textbook lending program to help high financial need students. Also, upon request BC Libraries frequently add course materials to course reserve (both print and/or electronic), which includes many textbooks.

Yes

A brief description of the incentives to encourage the authorship, peer review, and/or adoption of open access textbooks:

In order to address the escalating cost of academic resources the University Libraries and the Center for Teaching Excellence are offering a small grant program to support full-time faculty who revise their curriculum to include high quality affordable (usually open access) materials to support student learning at minimal cost.
