A brief description of the policy:
The university transportation has a guiding document that addresses idling time for motor pool users, which state that "vehicles are not to be left idling" and drivers are to "turn off the engine before exiting the vehicle." Likewise, the university's bus driver handbook, under Section III - Operating Procedures, diesel buses are required to "shut down during breaks, lunches, and layovers lasting longer than five minutes", expect in extremely cold weather.
