Alfred State uses diesel to fuel vehicles as well as for occasional backup generation purposes. However, it is not tracked separately. For simplicity, we assumed that all diesel was used in vehicles. Since diesel was used in 2005-06 but not 2011-12, this assumption has the effect of lowering our score.
